Speaking on the 40th anniversary of anti-apartheid activist Steve Biko's death, Ngcukaitobi highlighted the nation's failure to hold accountable those responsible for the systemic oppression and brutality inflicted primarily on black South Africans.

He recounted the tragic death of Biko, a symbol of the struggle, and criticized the current democratic system's inability to deliver on the reparations and recognition owed to the victims.

Ngcukaitobi's speech also touched on the theme of forgiveness without accountability, a contentious issue that had previously been brought before the Constitutional Court by the Azanian People's Organisation.

He urged the nation to uphold the principles of democracy and not let initial scepticism towards the democratic project evolve into cynicism, emphasising the need for genuine progress in the quest for justice.
