Pan African Parliament unveils five-year plan to advance Africa’s integration, development

The Pan African Parliament (PAP) has finalised its five-year strategic plan for 2025-2028, aimed at fostering economic integration, democratic governance, and stability across Africa.

The plan was presented at the 4th Ordinary Session of the 6th Pan African Parliament, where members engaged in a robust debate on its key objectives and aspirations.

A two-day workshop was held to validate the plan, with a focus on aligning the Pan African Parliament's legislative priorities with the African Union’s (AU) broader objectives.

This gathering aimed to ensure that PAP’s initiatives would deliver tangible benefits for African citizens. President Chief Fortune Charumbira opened the session by emphasising PAP’s evolving role as a central voice for Africa’s people and a catalyst for the continent’s development.

“This plan is a collective vision crafted through extensive consultation with stakeholders from AU institutions, civil society, and regional bodies, shaping the vision of a united and empowered Africa,” he stated.

Charumbira highlighted that once formally adopted in a plenary session, the strategic plan would become an official guiding document for PAP, providing a reference for ongoing and future legislative actions. This plan is expected to adapt PAP’s activities to Africa’s dynamic social, political, and economic landscape.

Kenyan parliamentarian Mutoni Passaris stressed the importance of aligning the strategic plan with the African Union’s Agenda 2063, which envisions a prosperous and integrated Africa by the year 2063.

“Our strategic plan must reflect a mindset that strengthens legislative powers, collaborates with the AU’s executive branch, and synchronises with Agenda 2063, not just for this Parliament, but for all parliaments across Africa,” Passaris stated.

The 2025-2028 strategic plan outlines several ambitious goals, including the development of model laws for the continent, the promotion of AU protocol ratification, and the strengthening of PAP’s operational framework to improve oversight and accountability.

These initiatives are designed to enhance PAP’s role, shifting from harmonising legislative standards across member states to actively advancing integration efforts across Africa.
