Mozambique passes new law for national dialogue, reconciliation

Date: Apr 3, 2025

Mozambique's parliament has recently approved a new law aimed at promoting national dialogue and political reconciliation, a significant step in the country’s quest for lasting peace.

The legislation is part of a broader peace agreement signed last month between President Daniel Chapo and all political parties, marking a notable development in the country’s political landscape.

However, civil society and human rights advocates argue that a more comprehensive approach to reconciliation is necessary. Andre Mulungo, an Editor at Human Rights and Democracy in Mozambique, has called for the establishment of a truth and reconciliation commission to ensure genuine peace and social unity.

In a recent interview, Mulungo stressed the importance of inclusivity in the national dialogue process. "What we are calling for is that this movement must be inclusive and very genuine. As I said before, this must not be an agreement only amongst the parties. It must include civil society, religious leaders, and academia because in the past we had this system but it was not able to bring peace in Mozambique," he said.

Mulungo’s comments reflect a broader belief that previous reconciliation efforts have failed to produce sustainable peace. Many are now calling for a more transparent process that involves all sectors of society, rather than just political elites.
