WHO Member States forge draft pandemic agreement after years of negotiation

Date: Apr 17, 2025

The World Health Organisation (WHO) says its Member States have taken a significant step forward in global health governance by finalising a draft agreement on pandemic prevention, preparedness, and response.

This comes after more than three years of intensive negotiations, ahead of the World Health Assembly set to take place in May.

Reflecting on the devastation caused by COVID-19 since its classification as a pandemic five years ago, the WHO says the world must be better prepared for future health threats. The draft proposal, developed through 13 rounds of formal meetings nine of which were extended and numerous informal and intersessional consultations, aims to strengthen international collaboration in the face of potential pandemics.

“The process has been rigorous and inclusive, reflecting the urgency and importance of building a more resilient global health architecture,” said a WHO official. “This agreement is a major milestone and demonstrates our collective commitment to never again be caught unprepared.”
