Zimbabwe exemption permit holders in SA call for urgent repatriation support

The Zimbabwe Exemption Permit Holders Association (ZEPA) has urged the Zimbabwean government to expedite the voluntary repatriation process, citing deteriorating conditions for its members in South Africa (SA).

In a memorandum to Zimbabwe's High Commissioner and Ambassador, ZEPA outlined the growing difficulties Zimbabweans face in accessing essential services such as healthcare, education, and employment.

During an interview, Dr Vusumuzi Sibanda, Chairperson of the African Diaspora Global Network spoke about the right of Zimbabweans to request government assistance. "It is within their rights to ask for help from their government, especially when they feel stranded," said Sibanda. “While the government has shown willingness in the past, the real question is whether they have the capacity to assist on a large scale.”

Since the expiration of the Zimbabwe Exemption Permits (ZEP) in 2021, many Zimbabweans have been left unable to renew their permits, creating a legal and social limbo. “ZEP holders are finding it increasingly difficult to access basic services like healthcare, education, and even employment,” noted Sibanda.

While ZEPA has launched its own repatriation program, the association is calling for more substantial government support. "We need assistance with housing, business opportunities, and the necessary regulatory processes for reintegration," explained ZEPA Spokesperson, Tafadzwa Nyamadzawo.

The Zimbabwean embassy in SA has engaged with SA authorities on behalf of its citizens. However, the embassy's efforts have been met with limited success. “There is a general negative attitude towards Zimbabweans here in SA,” Sibanda commented. "This is an ongoing challenge that cannot be solved by the embassy alone."

The Zimbabwean government has yet to respond officially to ZEPA’s request for urgent assistance. However, Sibanda pointed out that a well-structured reintegration plan is essential for Zimbabweans returning home. “The government must ensure there are proper systems in place, including housing and employment, to help reintegrate those coming back.”
