The operation, led by Acting Executive Mayor Kenny Kunene, also uncovered widespread illegal electricity connections.
City officials say Johannesburg is facing a serious challenge with an increasing number of hijacked buildings, many of which are unsafe and unsuitable for habitation. The illegal connections are also contributing to the City’s mounting financial strain.
“We are declaring war on these illegal buildings,” said Kunene. “Private owners must come forward. If ownership cannot be established, the City will begin the process of expropriation so that these buildings can be added to our inventory and included in urban renewal plans.”
The inspection forms part of a broader campaign to revitalise the inner city and surrounding suburbs. Officials say the programme aims to improve safety, service delivery, and living conditions for residents.
