He was delivering the keynote address on the second day of the 15th Commonwealth Regional Conference for heads of Anti-Corruption Agencies in Africa.
The four day event is taking place in Cape Town, Western Cape Province.
Zondo chaired the Commission of Inquiry into State Capture, from 2018 to 2022.
He says the Judiciary has played a meaningful role in combatting corruption.
"You will know the Judiciary is only arm of state where can be kicked out when done wrong, difficult to find such examples in executive and parliament.
Often people who are facing serious allegations in executive and parliament are just shifted around, or given slap on wrist."
