Mozambique former Police Chief faces probe over protest violence

Mozambique’s former Police Chief, Bernardino Rafael, is expected to appear before prosecutors in Maputo.

The hearing is part of an investigation into the violent suppression of post-election protests that left hundreds dead, injured, and caused widespread property damage.

The mass demonstrations, called by the former presidential candidate Venâncio Mondlane in order to protest against the fraudulent results of the general elections held last October, started peacefully but then degenerated into rioting and destruction.

Rafael, who once headed the country’s Republic Police, has been accused by civil society groups of playing a leading role in the state’s heavy-handed response to demonstrations. Among those raising concerns is Plataforma Decide, a civic organisation that has long advocated for government accountability. The group also named former Interior Minister Pascoal Ronda in its claims, citing widespread human rights violations during the unrest.

The hearing at the Office of the Attorney-General comes as Mozambican citizens increasingly call for an end to impunity within the country’s institutions. Many view the inquiry as a crucial step towards justice and rebuilding public trust in law enforcement and democratic structures.

“This case is not only about individuals, but about the kind of institutions we want to build in Mozambique,” said Dr Wilker Dias, Executive Director of Plataforma Decide, in an interview. “It’s a test of our willingness to confront abuse and ensure accountability.”
