SA President appoints retired ConCourt Judge to lead apartheid-era crimes inquiry

South African (SA) President Cyril Ramaphosa has appointed retired Constitutional Court (ConCourt) Justice Sisi Khampepe to head a Commission of Inquiry into stalled cases stemming from the Truth and Reconciliation Commission (TRC).

The newly established commission will investigate whether efforts were made to obstruct the investigation or prosecution of crimes committed during apartheid. Its formation follows a court settlement reached with victims and families affected by unresolved TRC matters.

Joining Khampepe on the commission are retired Northern Cape Judge President Frans Diale Kgomo and Advocate Andrea Gabriel SC.

The inquiry will focus on the period from 2003 to the present, a timeframe during which civil society and victims’ groups have repeatedly criticised the lack of accountability for apartheid-era human rights violations.

The Presidency has confirmed that the commission will have six months to complete its work following its official proclamation. A final report will be submitted within 60 days after the inquiry concludes.

The decision has been welcomed by advocacy groups, who have long called for renewed efforts to pursue justice for victims whose cases were never fully investigated or prosecuted.
