The United Nations (UN) human rights office has called for an independent investigation, expressing shock at gross human rights violations committed at both official and unofficial detention facilities operated by the Stability Support Apparatus (SSA), a security institution under the country’s Presidential Council.
The SSA was formed in 2021 under the UN backed Government of National Unity, led by Prime Minister Abdulhamid Dbeibah, with a mandate to uphold the rule of law. However, it is now at the centre of disturbing allegations involving the abuse and disappearance of detainees.
Rights groups have long warned of a grim pattern in Libya’s detention system, including arbitrary arrests, prolonged detentions without charge, denial of legal representation, and reports of systematic torture.
The Office of the High Commissioner for Human Rights stressed the urgency of a full, impartial probe into the latest discoveries, and called on Libyan authorities to dismantle illegal detention networks and hold perpetrators accountable.
Many detainees remain unaccounted for, while families continue to demand justice amid a growing crisis of impunity in the country’s post-revolution security landscape.
