Authorities say the adverse weather conditions will continue throughout the week.
There is snow in the Matroosberg Nature Reserve in the mountains above Ceres.
Due to the inclement weather, electricity outages have been reported in parts of the province.
Relief agencies say more than 5 000 residents in mostly flooded informal settlements have already appealed for humanitarian aid.
Gift of the Givers Spokesperson, Ali Sablay, says “we see people streaming in for aid, their homes and food has been contaminated, washed away and for the next coming few days its looking bleak for this people. Logistically we are very stretched, to getting to all the informal settlements in time.
“Our phones have not stopped ringing. Lwandle Nomzamo, for example, is 50% under water, speaking to the local councillor there he said its close to 2 000 people affected. So, it’s going to be a busy few days for Gift of the Givers teams.”
