Rwanda & UNHCR extend agreement to continue evacuating refugees from Libya

The Government of the Republic of Rwanda, the African Union Commission, and the United Nations Refugee Agency (UNHCR) signed the Second Addendum to the Memorandum of Understanding (MOU). e

This MOU is extending the Emergency Transit Mechanism (ETM) from the State of Libya to the Republic of Rwanda.
 

This addendum will ensure the continuation of the established ETM in Rwanda until December 31, 2025. The agreement reaffirms the commitment of all parties to provide protection and seek durable solutions for refugees and asylum-seekers evacuated from Libya. While maintaining its core mission, the ETM in Gashora, Rwanda will continue to provide a safe haven for refugees and asylum-seekers evacuated from Libya.

Talking about the background of this agreement, Philippe Habinshuti, Rwanda's Permanent Secretary in the Ministry in charge of Disaster Management and Refugees says that the ETM was put in place and so far, it has helped more than one 1 800 people.

“Since 2019, 2 355 evacuees have been received through these mechanisms. and currently. The facility can receive and accommodate 700 at any time. We are still considering increasing our receiving capacity,” said Habinshuti.

When the current agreement expires in December 2025, concerned parties will assess the situation and decide accordingly if another renewal is possible or if there are other better solutions found to support people in Libya, he said.
