Manamela replaces former Minister Dr Nobuhle Nkabane who was axed on Monday.
Nkabane’s axing follows a public outcry after the appointment of Sector Education and Training Authorities board chairpersons, which were said to be politically connected individuals.
Nkabane later withdrew those appointments.
