The regulations cover among others the movement of livestock from disease management areas and the operation of auctions.
Outbreaks of the disease have been reported in five provinces.
The first batch of vaccines arrived in the country last week.
Steenhuisen was speaking during his oversight visit to Karan Beef Feedlot in Heidelberg in Gauteng province.
“If you have people who move animals outside the disease management area or break those protocols, we are going to see breakouts in other parts of the country as well. And that’s what we really want to avoid. That’s why we declare a disease management area to try and contain the virus. The virus can only move out of the management area if people break the regulations relating to the movement or potential spreader events. It is going to depend entirely on cooperation.”
