The government is offering millions of Dollars to anyone who provides information leading to the arrest of key rebel leaders.
One of the individuals on the wanted list is Corneille Nangaa, a former head of the country’s Electoral Commission who now leads the DRC River Alliance, a rebel group. The DRC’s Justice Ministry has also set a $5 million reward for the capture of Bertrand Bisimwa and Sultani Makenga, both prominent members of the M23 group.
These leaders were sentenced to death in absentia last year by a military court for treason. Despite the large financial incentives, experts are skeptical about the chances of an arrest, given the rebels' ongoing dominance. In recent weeks, the DRC military and its allied militias have struggled to challenge the rebels, who have taken control of several mineral-rich areas in the east.
Facing a military deadlock, President Félix Tshisekedi has shifted his focus to rallying international support. He has accused Rwanda of backing the rebels and is pushing for sanctions against the neighboring country.
"As the rebels maintain control over critical regions, Tshisekedi's strategy has evolved from military action to leveraging international pressure, especially targeting Rwanda," noted a regional analyst.
