This charge, sanctioned by the National Energy Regulator of South Africa, is designated for network and service maintenance. The implementation coincides with a substantial 12.2% increase in electricity tariffs, intensifying financial pressure on consumers.
City Power has indicated that the most vulnerable customers will experience a relatively lower average increase of 6.2%. Isaac Mangena, a spokesperson for City Power, clarified that prepaid meter users, who currently benefit from the lowest tariff plan without a basic charge, will face a new billing structure.
Purchases below $22.02 will be divided between the fixed charge and consumption costs, ensuring a minimum allocation of kilowatt-hours.
However, Mangena emphasised that the basic charge cannot be deferred beyond a single month.
