SA President labels government budget delays a ‘treasonous act’

Date: Jun 25, 2025

South African (SA) President Cyril Ramaphosa has voiced deep frustration over the failure of provincial and local governments to fully utilise their allocated budgets, warning that the persistent underspending is holding back vital public services.

Speaking during a question-and-answer session in the National Council of Provinces on Tuesday, Ramaphosa did not hold back, calling the continued trend of under-expenditure “a betrayal of the people of SA.”

According to Ramaphosa, this failure to spend allocated funds on time has become a major obstacle to delivering critical infrastructure and services such as housing, education, roads, and access to clean water.

“The government continuously monitors how provinces and municipalities manage their budgets and the impact this has on service delivery,” he said. “It’s particularly worrying when money set aside for infrastructure isn’t used. I’ve often described it as nothing short of treason.”

The remarks come amid growing public concern over the state of service delivery across the country, with communities in several regions raising alarm over delays in the construction of schools, clinics and housing projects.
