His comments come as African governments are forced to look inward for resources, following the withdrawal of financial aid from the United States.
Speaking on the sidelines of the launch of the Comprehensive African Agricultural Development Programme (CAADP) strategy and action plan, Vilakati said Africa must stop relying on external support and instead turn agriculture into a tool for self-sufficiency.
“It’s time we change our thinking,” he said. “Let’s make agriculture central to everything we do. If we get that right, this continent won’t need to depend on anyone.”
Vilakati raised concerns about how national financial systems engage with the agricultural sector, questioning the role of banks and pension funds in driving development.
“Where are the national banks?” he asked. “Money is floating around, but how much of it is going into agriculture? And what about pension funds, how are they contributing? Before profits are counted, people need to eat.”
The newly unveiled CAADP strategy aims to provide a roadmap for sustainable farming, regional collaboration, and resilience against climate shocks. With traditional sources of aid dwindling, leaders are under growing pressure to strengthen food systems from within.
