"Given the fiscal constraints, it's evident that the state alone cannot shoulder the infrastructure programme," Macpherson stated.

"It's imperative that we explore new avenues, including blended finance and public-private partnerships (PPPs). These strategies are not just about funding; they're about bringing together the strengths of both sectors to mitigate investment risks and ensure the timely and efficient completion of projects."

This call for PPPs signals a significant move towards harnessing private sector efficiency and capital to bolster public infrastructure projects.
