Addressing the inaugural meeting with provincial MECs in Cape Town, Macpherson highlighted the government's current financial limitations in furthering state infrastructure expansion.

"Given the fiscal constraints, it's evident that the state alone cannot shoulder the infrastructure programme," Macpherson stated.
"It's imperative that we explore new avenues, including blended finance and public-private partnerships (PPPs). These strategies are not just about funding; they're about bringing together the strengths of both sectors to mitigate investment risks and ensure the timely and efficient completion of projects."
