SA’s City Power to ease tariff burden on low-income households

South Africa’s (SA) Johannesburg City Power has confirmed that it will shield poor and low-income households from the recent increases in electricity service and availability charges.

As new tariffs came into effect this week for the 2025/2026 financial year, customers are seeing an average hike of 12.4% in electricity prices, according to the City’s approved rates. However, the exact increase will differ across customer groups, based on usage patterns and tariff categories.

Frank Hinda, Senior Manager for Pricing and Tariff Structures at City Power, explained that these variations reflect cost of supply studies showing that different customers impact electricity supply costs differently. Residential tariffs operate on an inclining block system, so those who consume more electricity will experience higher increases.

Hinda added that indigent households will continue to be protected, paying the lowest tariff and avoiding the basic R200 ($10.80) service charge imposed on other customers.
