A final hurdle before sending the legislation to President Donald Trump who is expected to sign it into law later on Friday.
Democrats remained united in their opposition to the legislation which the non-partisan Congressional Budget Office estimated would add some $3 trillion to the country's debt.
But that was not enough to overcome slim but decisive Republican majorities in both the Senate and the House.
The passage gives Trump his biggest legislative win since returning to the White House and funds key priorities including tax cuts, border security and immigration enforcement.
